What is that Fluid Spring?

I have just discovered an oil cave lake and decided to swim a bit in it. And on the bottom of that lake I have found this. What is it’s purpose?

Is there any way to spawn this in my creative flat testing world?

They will naturally spawn in flat world even in Classic Flat. Just a hole that was filled with fluid.
