Troubles with a Battery Box and and Electrolyzer

I’m at a loss here, and I know I might not fully understand how electricity works in GT6. The ugly mess there is a bunch of dynamos going into a transformer leading up to a MV battery box that is directly powering an electrolyzer. The MV battery box is fully charged by the setup, and when I put the electrolyzer on top, it shows that it is powered. As soon as I put a recipe that requires a selector tag, the machine attempts to starts and then behaves similarly to other machines that try to start with not enough power. However, it’s not working with a low tier material like Cassiterite. Even more confusing is that it works with processing Hexafluorosilicic acid, which is a recipe that doesn’t require a selector tag. I’m not sure what I’m missing here, and would love some pointers on what it is I need to understand and fix.

Look at the Recipe itself in NEI, if it goes beyond 64 EU/t it is considered a higher tier.
