Silicon reacts with water?

Silicon can indeed react with steam to form silicon dioxide and hydrogen at high temperatures, but the GT mixer recipe is obviously at room temperature, and even if there is steam, it should not be liquid water. Silicon can react with sodium hydroxide solution to form sodium silicate and hydrogen at room temperature, which may be more reasonable…
