Took a GT 6 solar panel, GT 6 LV Battery Buffer and an LV Lead-Acid battery, connected solar panel to buffer (with a battery), but the battery does not charge

Solar Panel is ULV and not LV. There is your Issue, add a Transformer to up the Voltage
