Easy way to make 3lvl pickaxes?

black/red granite pickaxe, terrible speed and durability of course but they are lvl3. Cobalt pickaxe is lvl 3 as well and it is very easy to get cobalt from nickel veins. One more option is to craft a gem tipped pickaxe but you need steel first.
