That looks like it, the info I found stated the latest release was 2.6.33 something but I couldn’t find a link to it.
Not sure this would be causing an issue with thaumcraft wands though.
Best bet, make a backup of the world, remove twilight forest and test the wand. If it’s still broken keep removing mods until you’ve just got thaumcraft left. You don’t have many so it shouldn’t take too long to test that.
