With letting it rot I meant letting the warhead itself just sit there, while still maintaining the Rocket itself. Warheads need to be refreshed with new weaponized nuclear Material every now and then (still dangerous stuff but it might malfunction if not maintained), and THAT is what is probably being skipped in this particular hypothetical case. Ofcourse it wont be left to rot in the sense of “people get to steal shit”. XD
