The Issue is that the TPS in one chunk are 20 while the other chunk has 10. If both chunks had 10 it would be perfectly fine, but this is sadly not the case.
Also your Shredder Screenshot shows the use of Thermal Expansion Pipes, could it be that those are the issue in it?
