Are you sure nothing generates? The Enviromine Cave Dimension is supposed to generate the same Stuff as the Overworld, including the Stone Layers. This means the old (and configurable) GT5 Style of Ores does not generate there whatsoever, while the new (and not configurable) GT6 Style of Large Ore Veins does generate, but they are spaced very far apart ofcourse.
