So I added a special case to Ultra Low Voltage to allow injecting if the Packet Size is 16 and below, but limit it to when 4 or more is requested so that 8 EU/t only have 3 to 4 EU/t wasted when injecting.
The waste is unavoidable sadly, because only whole packets can be dealt with on my end.
