The Branch Cutter harvests Leaves and almost always guarantees Saplings, as long as the Code of that specific Leaf Block is not too garbage. The Scissors are to harvest Wool Blocks and the likes, and for some Crafting Recipes, but you do have a point, it should so definitely work on Vines.
