Why the scissors or the branch cutter can’t harvest them? It’s the only case when a vanilla tool has to be used.
Maybe there is something else apart from shears that does it? I tried trimmer in creative with no result. Does it harvest vines, leaves or grass? Nope. Does it make grass paths? Nope. Does it shear sheep? Nope. Then what does it? I have no clue.
The Branch Cutter harvests Leaves and almost always guarantees Saplings, as long as the Code of that specific Leaf Block is not too garbage.
The Scissors are to harvest Wool Blocks and the likes, and for some Crafting Recipes, but you do have a point, it should so definitely work on Vines.
And what does the trimmer? Actually, I asked about it when I wrote, ‘Then what does it?’ I really got no idea and it doesn’t have a description.
It’s always collected saplings for me.

And if it always collected them, then you clearly didnt try it on things like Thaumcraft Trees.
I don’t have any content-adding mods other than GT6 and IC2.
