The Charged Cetus Quartz dust can’t make Cetus Quartz. Maybe it should have an option to make Cetus Quartz or discharge it?

Okay I reduced the probability that you can get Charged Certus Dust, so that should be somewhat solved. Luckily you can use the Dust also for other things that need Silicon-Dioxide-ish Dusts so it’s fine. ^^
